Passed bill authored by State Rep. Kevin Payne seeks to amend Arizona employment law to enforce written arbitration agreements between employers and warehouse employees, aiming to clarify dispute resolution processes for these workers, according to the Arizona State Senate.

It passed both chambers as of June 19, clearing the House by a vote of 34-25 and the Senate by a vote of 18-12.

The bill, introduced as SB1514 on Feb. 3, during the first regular session of the 57th Legislature, was formally listed with the short title: ’employer-employee arbitration; contract; disputes’.

In essence, this bill amends Arizona employment law by adding a provision that validates and enforces written arbitration agreements between employers and employees whose primary duties include loading, unloading, or handling goods at warehouses owned or leased by the employer. Such arbitration agreements will be deemed valid and irrevocable, except in cases where legal or equitable grounds for revocation are present. The bill specifies that this stipulation applies notwithstanding other Arizona statutes that might otherwise contradict this enforceability. In the House, three Democrats and 31 Republicans voted in favor while 23 Democrats and two Republicans opposed it.

Meanwhile, in the Senate, one Democrat and 17 Republicans voted in favor while 12 Democrats voted against it.

Payne introduced the bill in the Arizona Senate on Feb. 3 during the first regular session of the 57th Legislature.

Payne, a Republican, was elected to the Arizona State Senate in 2025 to represent the state’s 27th Senate District, replacing previous state senator Anthony Kern.

The bill was vetoed by Gov. Katie Hobbs on June 27.
