On Wednesday, the House Committee on Veterans’ Affairs approved Congressman Abraham J. Hamadeh’s bipartisan Health Professionals Scholarship Program (HPSP) Improvement Act of 2025. This legislation aims to address staffing shortages in the Veterans Health Administration.
The bill, H.R. 3767, was introduced by Congressman Hamadeh and Congresswoman Nikki Budzinski. It seeks to amend Section 7616 of Title 38 to enhance the educational occupational program addressing VHA staffing shortages.
The legislation mandates that the Secretary of the Department of Veterans’ Affairs ensures HPSP participants receive a full-time employment contract with the VHA within 90 days after course completion.
To increase accountability, Congressman Hamadeh’s bill requires a hiring report be sent to both Congressional chambers’ Committees on Veteran’s Affairs, identifying essential professions for VA facilities based on professional needs.
Congressman Hamadeh stated his dedication to supporting veterans and ensuring they receive necessary medical support. “I want to thank Congresswoman Budzinski for joining me in offering this bipartisan bill to address a critical gap in VA healthcare delivery,” he said.
“This bill cuts through the red tape,” explained Congressman Hamadeh. “HPSP scholarship recipients will receive employment contracts within 90 days of completing their training – period.”
He emphasized that facilities with the highest staffing needs would get priority placement. “The core mission of the HPSP Improvement Act is about getting doctors and nurses into VA facilities where veterans need them most,” concluded Congressman Hamadeh.
Background information reveals that the Health Professional Scholarship Program provides financial assistance to students in health-care services disciplines and aids in supplying personnel for the Department of Veterans Affairs. The Mission Act of 2018 supplemented this program by requiring at least 50 scholarships annually unless shortages are below certain thresholds.
