Arizona Speaker of the House Steve Montenegro has announced updates to the House Majority Staff for the upcoming Second Regular Session of the 57th Legislature. The changes include new hires and promotions within the policy team.
Kelsey Jahntz returns as Director of Policy, bringing over ten years of state government experience. She will advise the House Education and Commerce Committees and assist in the state budget process. Her background includes roles in the Governor’s Office, Legislature, and private consulting, focusing on education and workforce development.
Gina Swoboda joins as Senior Policy Advisor for the Federalism, Military Affairs & Elections Committee. A certified elections officer with extensive experience, she has worked in the Secretary of State’s Office and led election policy efforts at various levels. Swoboda also chairs both the Arizona Republican Party and the RNC Committee on Election Integrity.
Joel Hobbins has been promoted to Policy Advisor for the Health & Human Services Committee. Since 2021, he served as a Research Analyst for several committees. Trinity Preest is now an Assistant Policy Advisor after working as a Majority Policy Intern in 2025. She previously worked as a Legal Assistant at Tait & Hall, PLLC.
Noah Brunson-Osborne has been promoted to Assistant Policy Advisor for the Regulatory Oversight Committee after interning during the 2025 session.
“Kelsey, Gina, and Joel each bring outstanding knowledge and expertise to our Majority team,” said Speaker Montenegro. “Trinity and Noah distinguished themselves as interns through their work ethic and professionalism.”
The updated staff list includes Grant Hanna as Chief of Staff, Matthew Specht as Chief Operating Officer, Linley Wilson as Deputy Chief of Staff & General Counsel, Andrew Wilder as Director of Communications, Sean McCarthy as Director of Fiscal Policy, among others.
Steve Montenegro serves Legislative District 29 in Arizona’s West Valley.
