The city of Glendale, in collaboration with the Maricopa Association of Governments (MAG), is leading the "Home is Where it All Starts" campaign. This regional initiative aims to ensure every Arizonan has access to affordable and suitable housing. The campaign seeks to destigmatize affordable housing and emphasize its importance for all residents.

A significant number of Arizonans face high rents and mortgages, impacting their ability to afford other necessities. According to the Morrison Institute for Public Policy at Arizona State University, Arizona requires 270,000 housing units to meet demand, but there are only 26 rental units available for every 100 extremely low-income households. In Glendale, over 17% of residents live below the federal poverty line, and homelessness has risen by more than 29% since 2020, as reported by the Arizona Department of Economic Security's 2023 Annual Report.

"There is no one event or reason that a person experiences homelessness; rather there are typically many causes that contribute to this struggle as unique as the person suffering it," said Matthew Hess, City of Glendale Interim Deputy Director of Community Services. "The city of Glendale is not just acknowledging these struggles but is committed to addressing them and helping resolve homelessness. Our aim is to ensure that all residents have safe, stable places to call home."

In support of the campaign, Mayor Jerry Weiers and the City Council declared May as "Affordable Housing Month." The city provides various services aimed at supporting residents who have experienced income loss or other financial hardships.

These programs include emergency home repair services designed to maintain housing standards and address health and safety risks. The new THRIVE program uses success coaches to assist clients in preparing for homeownership and achieving financial self-sufficiency. Rental assistance programs offer direct financial aid for security deposits, utility payments, and rent.

Additionally, Glendale has partnered with developers to add over 1,300 affordable housing units by the end of 2025. These developments will feature market-quality amenities at affordable prices. One such project is Centerline on Glendale at 6775 N. 67th Ave., developed by Gorman & Co., which will provide 368 mixed-income units.
